In the window that opens, to format the USB memory or a hard disk with the WBFS file system you have to access the Tools menu Wii Backup Manager and select the format units. Use default allocation size, and make sure quick format is checked or else it will take ages. This is done by going into my computer, right clicking on the drive, clicking format, and then selecting the NTFS filesystem. All I had to do was change the drive’s formatting to NTFS, and you don’t even have to do the disk management step this way. For some reason, WBFS Manager and Disk Management seem to have problems with flash drives formatted in FAT32. I found an alternate method if your “Delete Volume” is grayed out like mine was.
